An applicant should be 18 years of age before the start of the scholarship to be eligible. They should also be academically excellent. The requirements per course are set by the education institution of New Zealand.

On the other hand, for the undergraduate program, an applicant should have at least:
- 6.0 IELTS score;
- 80 for internet-based test and 21 writing TOEFL score;
- 50 PTE academic score; or
- a 169 Cambridge Academic English (advanced) overall score.
Work experience should also be described to the application as it is required for the application process. The stated work experience should relate to the courses or career applied to. It can be a voluntary, unpaid, or paid work experience.

The deadline is set as early as July every year for Kiribati, Micronesia (Federated States of Micronesia, Marshall Islands, Palau), Nauru, Niue, Papua New Guinea, Samoa (Open Category), Solomon Islands, Tonga, Tuvalu, and Vanuatu.
